Home Base, a Red Sox Foundation and Massachusetts General Hospital program, is dedicated to healing the invisible wounds - including post-traumatic stress, traumatic brain injury, anxiety, depression, co-occurring substance use disorder, family relationship challenges and other issues associated with Military service - for Veterans of all eras, Service Members, Military Families and Families of the Fallen through world-class clinical care, wellness, education, and research.

The Director of Government Relations/Director of Network Development oversees the day-to-day legislative, advocacy and network development operations accelerating Home Base's rapidly growing, mission-driven organization. The position supervises the Project Coordinator for Network Development and staff as assigned. This position works closely with the Executive Director, COO, and Senior Director of Network Development and Education to create, support, and implement the strategic direction of government relations and help set the strategy that will lead to an increase in visibility, referrals, training, and funding opportunities. Reporting to the COO and Senior Director of Network Development and Education, the Director of Government Relations/Director of Network Development is responsible for developing, maintaining, and bolstering relationships with government officials and medical community stakeholders throughout the United States. They will work with leadership to develop strategic objectives and partnerships that will amplify Home Base's mission and create new funding opportunities.

Qualifications
PRINCIPAL DUTIES AND RESPONSIBILITIES:

Relevant activities include, but are not limited to the following:

GOVERNMENT AFFAIRS

• Collaborate with Executive Director and COO to create and implement the strategic direction of government affairs, community relations initiatives
• Develop and acquire local, state and federal funding for Home Base, with growing attention on the expansion through congressionally directed federal funding.
• Design, develop and execute government funding strategy for Home Base's regional programs, including Florida and Arizona.
• Working with the COO and Sr. Admin Dir, support and establish an Alternative Payment Model and/or new payor contracts with the VA, DO and commercial payors to help achieve appropriate levels of reimbursement for care provide.
• Support Home Base and MGB's shared goal of expanding telehealth licensure and interstate compacts. Serves on the MGB telehealth advisory committee for telehealth expansion.
• Cultivate partnerships and build coalitions that will support our legislative agenda and create awareness around the mission
• Foster, maintain, and grow Home Base relationships with local (BPHC), state (DVS, DPH, DMH) and federal (VA, SAMHSA, DOD, HRSA, HHS) agencies; local (Mayor), state (Governor, Legislature) and federal (Members of Congress) elected officials to further Home Base's collective impact on a local and national level.

• Represent Home Base as necessary at key events, meetings, discussions, hearings and conferences
• Execute local, state, federal policy engagements, roundtables, and other meetings at the national and grassroots levels
• Support Executive Director and COO for all key stakeholder/elected official meetings, drafting briefing materials and key talking points.
• Collaborate with Partners Healthcare Government Affairs staff to advance Home Base's government agenda.
• Conduct research and monitor legislation that impacts Home Base
• Work closely across all Home Base business units to manage community engagement initiatives and drive impact
• Lead cross-organizational project management for advocacy initiatives; ensure internal and external stakeholders including Home Base staff are informed about initiatives.
• Staff elected officials at Home Base signature events E.g., Run to Home Base and Mission Gratitude

NETWORK DEVELOPMENT

• Supervise Project Coordinator of Network Development
• Working in coordination with the Sr. Dir of Network Development, provide strategy and operational support for Home Base's work with underserved communities, and especially communities of color, through partnerships with Federally Qualified Health Centers and Community Mental Health Centers in the state of Massachusetts.
• Establish formal partnerships and lines of referral with these communities and other health providers that align with Home Base's strategic priorities.
• Participate and provide operational support for expansion of Florida and Arizona offerings in other communities that align with Home Base strategy.
• Maintain and increase revenue for Network Development, through government and strategic partnerships with companies, organizations and philanthropic funders.
• Provide oversight, planning and implementation for numerous on-going and one-time projects for the Home Base related to special projects as assigned. An essential element of success in the role requires collaboration with clinical leaders and key stakeholders to reach project deliverables and meet established project timelines.
• Enhance community engagement and participation with network development initiatives at Home Base. This includes, but is not limited to, first responders, schools, and community organizations, local, state and federal government.

• Excellent oral and written communication skills and proven ability to effectively communicate with community representatives, and diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.
• Work effectively in a collaborative team environment.
• Professional and highly organized, including the proven ability to manage and prioritize multiple shifting priorities
• Ability to deliver presentations to a wide variety of audiences.
• Excellent organizational skills and attention to detail, ability to work independently, manage multiple tasks and projects, meet deadlines, and manage to schedule.

EDUCATION:

• Bachelor's Degree Required. Advanced degree (e.g. MPP/MPA, MBA) in a relevant field preferred

EXPERIENCE:

• Seasoned government affairs professional with 5 or more years of direct experience within public policy, government affairs, or related function.

SUPERVISORY RESPONSIBILITIES:

• 1-2 Direct Reports

WORKING CONDITIONS:

• Busy, office setting located in an off-campus MGH outpatient program
