Reporting to the Executive Director, the senior program manager will drive the cross-functional operations and oversight for the Enterprise Data & Digital Health (EDDH) strategy & operations program office. In this multi-disciplinary role, the Senior PM will support strategic and operational planning, oversee program management, and work collaboratively with corporate functions (e.g. HR, communications). As a critical support to the executive director, the senior PM will support the engagement, management, and integration of pillar (project) and infrastructure teams, taking the lead in facilitating strategic workgroups and moving EDDH initiatives forward for EDDH senior leadership. They will provide oversight and support the execution of standard project management activities, including ensuring the development and documentation of project plans, timelines and progress reports. The senior PM will also coordinate with resources in HR and communications for EDDH, ensuring the value of these shared program services is recognized. The senior PM is responsible for ensuring that information flows smoothly between the project teams, leadership teams, relevant steering committees or advisory boards. Coordination will include the ability to utilize data at a tactical and strategic level to exhibit transparency and advance key initiatives. Additional responsibilities may be included.
Principal Duties and Responsibilities
Strategic Planning for Operations
Helps create the various frameworks, models, and development approaches to translate the program strategy into operations
Supports the ongoing management of program planning, helping coordinate and organize the relevant discussions, iterations, and final deliverables with great attention to detail
Tracks the critical inputs, responses, and actions of the various senior leaders shaping next steps
Manages content for the program's external advisory board quarterly meetings
Operational & Program Management / Oversight Responsibilities
Leads assigned work groups and facilitates interactions to arrive at the necessary program management process and solutions
Manages and provides accountability for the EDDH program plans for multiple project teams simultaneously
Supports teams in the completion of their work assignments in accordance with an established project timeline, ensuring high-quality deliverables
Manages program issues and identify risks and mitigation strategies using strong analytical and problem-solving skills
Initiates and maintains communications with internal and external colleagues including project collaborators, taskforce, vendors, etc. where applicable
Works as an autonomous decision maker and recognizes when the involvement of the ED or other senior leadership is required
Manages the assigned staff, providing tasks, direction, and opportunities for staff development
Prepares and gives presentations to audiences as directed
Shared Services - HR, Communications, etc.
Provides oversight and coordination support between the program and the EDDH HR and Communications teams, along with Finance and Real Estate as needed
Works across the various program teams and shared services to help ensure accurate resource planning, streamlining the process wherever possible
Evolves the program recruiting and hiring strategies, creating new mechanisms for proactive planning, insights, and transparency
Tracks and escalates the critical issues within hiring, helping identify and implement remediation plans
Ensures ongoing outreach and engagement with the broader PHS Digital Health Communications team
Other responsibilities as determined by the Executive Director, Enterprise Data & Digital Health.
Bachelor's degree required; graduate, PMP, or MBA preferred
5-8 years of related experience, preferably in a healthcare or healthcare environment or consulting, with at least 5 years of project/program management experience
Experience with large-scale program management
Experience with process redesign, care improvement, and change management
Experience in influencing and collaborating across multiple large project teams
Experience with Lean and/or Six Sigma techniques and tools
Experience with chairing and facilitating committees
