General Statement of Duties
Oversee financial services team that is responsible for all aspects of financial aid and student accounts. Custodian of institutional funds in the service of our student population, while ensuring compliance with institutional, state, and federal regulations and standard accounting procedures.
Responsible for the administration of a complex student financial services and financial aid program, including procedure development, funding application, accounting, management and oversight of the Banner financial aid module, fiscal reporting and training of staff focused on financial aid awarding/disbursement and accounts receivable functions;
Provides leadership and direction for management of billing and receivables, includes administration of tuition bills, collections and deposits, as well as oversight on Banner Student Accounts module;
Formulate, implement, review and evaluate policies, procedures and standards to ensure departmental compliance with financial aid guidelines and objectives for all federal, state and institutional programs;
Design and implement a year-long, student-focused communication plan to ensure a comprehensive understanding of deadlines, requirements, due dates, overdue balances, financial aid processes, health insurance waivers, etc. This plan should increase students' overall knowledge of financial aid, increase student financial literacy, and decrease non-payment and/or late payment rates;
Review and improve collection processes to improve cash flow and reduce receivables;
Develop and maintain the financial aid plan as part of the overall enrollment management process, and be an active participant in the development and implementation of the college-wide enrollment management process representing the financial aid operation, its partnership with student accounts, and contributing support for enrollment and retention initiatives;
Direct the review, verification, awarding, and disbursement of student financial aid according to all federal, state, and campus based regulations;
Collaborate with other appropriate institutional departments to coordinate programs, services and policies. Interface with guidance counselors, local high schools, and community service organizations to provide timely and accurate flow of financial aid information;
Responsible for the input and export of federal applicant data and interface with the Banner system;
Direct the processing of student loan applications and disbursements;
Manages electronic reporting and reconciliation of all federal and state funds as necessary (e.g. FISAP, HEIRS, etc?);
Train and supervise staff to provide a consistent high level of customer service; administer department budget;
Familiarize potential students and their parents of the availability of financial aid through workshops or presentations;
Responsible for Satisfactory Academic Progress (SAP) policy and procedures in accordance with all state and federal requirements;
Develop procedures and communication plans to provide for a smooth flow of information between the administration and students in both electronic and print communications to maximize effectiveness and efficiency. Prepare informational materials for publication and maintain current financial aid and student accounts information on the College website;
Maintain current Policy and Procedure Manuals for both Financial Aid and Student Accounts;
Develop and review financial aid applications and forms used in the administration of the office;
Oversee a comprehensive debt management, default prevention and financial literacy program;
Ensure that all college publications meet the requirements of the Department of Education with respect to consumer information requirements;
Oversee the administration of the Federal Work Study Program for both on-campus and off-campus sites;
Manage, test and implement all Banner financial aid tracking, budgeting and packaging modules in accordance with accepted standards and institutional acceptable use polices;
Develop policies and procedures for the management of college private scholarship programs in conjunction with the College Foundation;
Administer refunds, independent overrides and special condition policies and procedures;
As required, assist with preparations and documentation to support finance or financial aid audits as they occur within the College;
Serves on college-wide Enrollment Management Committee (EMC);
Other related duties as assigned.
Bachelor's degree in Educational Administration, Student Personnel or Business Administration or related field;
Five to ten years of administrative financial aid experience;
Three years of supervisory experience as an Assistant Director or higher required preferably in a community college setting or with knowledge of the unique financial aid schedule associated with 2-year, enrollment-dependent institutions;
Experience with COD and NSLDS.
Required Skills, Knowledge and Aptitudes
Proven management and leadership qualities;
Expert skills in the dynamic use of financial management / financial including testing, reporting, troubleshooting and implementation of new functionality.
Master's Degree in Educational Administration, Student Personnel or Business Administration or related field;
Experience with Banner.
