To provide leadership and overall management of Haywood Community College and its associated entities under the policies, rules, and regulations of the Board of Trustees, the State Board of Community Colleges , the State of North Carolina and the Federal Government. To advance the mission and vision of the college to promote student access and success.
ESSENTIAL JOB DUTIES:
Relationship to HCC Board of Trustees
The President is elected by the Board of Trustees, subject to approval of the State Board of Community Colleges, and shall:
1. Establish an environment, processes, and procedures to promote sound Board relations in accordance with applicable laws, policies, and rules.
2. The President will work to communicate with the Board in ways that ensure shared goals, an understanding of strategic objectives, and a common understanding of the college's progress toward achieving student access and success objectives.
3. Provide orientation to new board members
4. Keep the full Board informed as to its governance role; provide adequate information to assist the Board in fulfilling its role and duty as described by NC Law and the policies, rules, and regulations of the State Board of Community Colleges.
5. Attend and participate, without vote, in all meetings of the Board of Trustees, except when asked to be absent by the majority of the Board members during a closed session of the Board.
6. Inform the Board of social and economic trends of importance to the College in fulfilling its mission; recommend new programs and services.
7. Provide the Board with a College strategic plan tied to its mission and with a periodic report of associated activity and results.
8. Present for Board ratification recommended changes in the College mission.
9. Recommend policies and public policy decisions to the Board of Trustees; implement and administer Board policies.
10. Propose changes in educational programs; provide substantive change updates.
11. Recommend operating budgets; provide financial reports in compliance with NC Law and the policies and rules of the State Board of Community Colleges.
12. Advise the Board on the planning, construction, and modification of College grounds and facilities.
13. Appoint/approve all employees for hire and report to the Board of Trustees.at next regularly scheduled meeting.
14. Provide the Board of Trustees with an annual performance summary, including a summary of college operations.
15. Advise the Board of accreditation activities in relation to the Southern Association of Colleges and Schools/ Commission on Colleges.
16. Notify the Board of an emergency interim replacement in the event of his/her serious disability, death, resignation, dismissal, or prolonged absence.
Establish an environment, processes, and procedures to promote accountability of all college operations in accordance with applicable laws, policies, and rules and to include:
1. Expectations of the College Board of Trustees.
2. Provide equal access to educational programs and promote a plan for the success of the student.
3. Provide equal access to employment opportunities.
4. Audit requirements; provide full disclosure to auditors.
5. Standards set by the Southern Association of Colleges and Schools/ Commission on Colleges
6. Polices, rules and regulations of the State Board of Community Colleges and the NCCCS.
7. Reports required by the NCCC System and other pertinent entities.
8. Criteria for program certifications and special status program approvals.
9. Performance standards set for NC Community Colleges.
10. Ethics standards set by the NC State Ethics Commission.
Educational Programming, Technology and Student Support Services
1. Establish an environment, processes, and procedures to promote the use of technology and the development and delivery of educational programs and student support services responsive to student outcomes and economic and social trends, ensuring that they are in accordance with applicable laws, policies, and rules.
2. Foster workforce, economic, and community development through the development and delivery of curriculum, continuing education, and adult education programs and services.
3. Collaborate with other colleges, k-12, and other entities to development cohesive programs and services.
4. Work closely with business and industry and provide customized and occupational programs and services.
5. Ensure that technology is adequate to support administrative, instructional, and student functions.
6. Provide a full complement of student support services, including counseling, advisement, testing, activities/clubs, tutoring, and others.
7. Encourage and provide an environment conducive to the activities of the Student Government Association and other student clubs.
8. Appoint business, industry, and community members to program and other advisory committees.
1. Establish an environment, processes, and procedures to promote sound fiscal operations and adequate controls to prevent fiscal mismanagement making certain that all operations are in accordance with applicable laws, policies, and rules.
2. The President will work institution-wide to align expenditures with strategies for student access and success.
3. Plan annual operating budgets to ensure the community college's fiscal stability, securing sufficient resources to fund operations from state, county, and other revenue streams; present reports to the Board of Trustees, the NCCCS, Haywood County, and other appropriate entities.
4. Seek alternative funding sources; follow all reporting guidelines.
5. Provide oversight for fund-raising activities including grants, student clubs, and endeavors of the HCC Foundation, Inc.
6. Provide oversight for the HCC Foundation, Inc.; appoint staff positions; serve on the Foundation Board of Directors in an ex-officio capacity.
1. Establish an environment, processes, and procedures to promote the employment, compensation, professional development, and evaluation of College and Foundation employees in accordance with applicable laws, policies, and rules.
2. Employ qualified personnel as needed to fulfill the College mission.
3. Involve employees in shared decision making and governance.
4. Appoint/approve all employees for hire and report to the Board of Trustees.at next regularly scheduled meeting
1. Establish an environment, processes, and procedures to promote annual strategic planning, evaluation of outcomes, and implementation of improvement strategies in accordance with applicable laws, policies, and rules.
2. Tie college operations to strategic planning and assessment.
3. Ensure evaluation of instruction and services and the implementation of improvement strategies.
4. Set and report on the status of personal goals tied to the College mission.
Public/Community Relations and Professional Representation
1. Establish an environment, processes, and procedures to promote high professional standards and ethics among all college personnel, students, and associated entities.
2. Serve as the primary College spokesperson, informing the community, public-at-large, political, and other entities about the College. The President will effectively engage with the college's internal and external stakeholders, strategically communicating in ways that advance student access and success.
3. Participate in professional meetings and associations; establishing sound professional relationships.
4. Foster the involvement of other college personnel in public and community relations/professional activities.
5. Ensure that the public is informed of the College, its programs and services and that all College documents and information is accurate and of high quality.
Other duties may be assigned as deemed appropriate and/or necessary by the Board of Trustees of Haywood Community College.
Operation of college vehicles is a requirement of this position.
Master’s degree from an accredited institution; minimum of three years senior-level administrative/management/leadership experience; demonstrated success creating and implementing a strategic vision for a dynamic community college; record of sound educational leadership with commitment to student success and access to education; demonstrated skill working in a collaborative manner with faculty, staff, students, business, industry, community, political and other constituents; demonstrated success in budget management, alternative funding and fund raising; demonstrated success in the use of instructional and operational technologies; demonstrated ability to solve problems and make tough decisions; demonstrated ability to foster economic, community, and workforce development; demonstrated commitment to establishing an effective relationship and strong accountability to the College Board of Trustees.
